Sorry to say this but there isn't a single official source that says that there is a third OVA for Bleach. According to an article on Wikipedia, there have been only two OVAs released: Sealed Sword Frenzy and Memories in the Rain. Since the series is far from over right now, it is very possible that Tite Kubo is thinking of making a third OVA. However, right now, there is no proof of Stardust Diamond.

I also looked at the site that you referred to in your question and it seemed a bit questionable. As you may already know, there is a second movie out called The DiamondDust Rebellion. Also, there is this Gundam episode (episode 83, to be precise) whose title is Stardust Memory. Perhaps this blogger could have confused the two for this Bleach OVA.
