Salt Lake is the headquarters of a major religion. One which is considered to be part of the "Jahili world" which the Hirabah (terrorists) have targeted for extinction or conversion to Islam. One of the members of that religion is seeking the nomination of his party for President. Young men of the LDS faith are heavily represented in the armed forces. LDS missionaries abound in the nations of the world, posing a challenge to the "theology" put out by the Hirabah. And Salt Lake was the venue for an athletic gathering from the nations of the "Jahili world". It was called the Winter Olympics. If the Taliban could deliberately destroy ancient statues of Buddha, then Al Queda is capable of attacking Temple Square.

Honestly there are lots of places they put on these lists.  

I think the government's new tactic is to scare all of its citizens so that we feel that we need to let them do all the thinking for us.
