right click image.  open with paint.  stretch/skew to the size you want.  it might pixelate.

The site i use to make my pictures bigger or smaller is:

If you don't have an account sign up for one it's easy and free.

Upload the picture you want to your photobucket account. After the picture is fully uploaded press on 'edit' button and just look around for the thing that makes your picture bigger. You need to adjust the width and height.

If you don't get what I mean, email me the picture and I will make it to whatever size you want.

its going to reduce the sharpness of the image but just out it into word and stretch it out

Most photo editors will be able to zoom+ and save but the result may be disappointing.

When a photo is reduced in size the pixel count is reduced, and the pixels that have been deleted cannot be restored and any enlargements of the photo would be of lower quality.
