  1. There is no software that will increase the capabilities of your video card. The only way to play a game that requires pixel shader 3.0 support is to buy a video card that has it.


  2. Nope. Pixel shader 3.0 is a strictly hardware requirement. Even if there was such a magical program, you would get VERY low FPS.
