you are right about the age limit thing. its good that youre a protective parent.

maybe you could compensate, like if he just joins to ask questions, read answers etc but not socialise online with strangers. the novelty might even ware off. it happened with my sister.

I haven't heard of anything like that, and there's a lot of questionable content on here.

I'd say to ask him what he wants to ask and sit with him while he types it up, and screen the responses.
