  1. Get a Dehumidifier, it takes all the humidity out of your basement and collects it. Its worth it, we have one and it works great, our basement used to to do the same, and now it's gone.

  2. Patrick got it right, if you are planning to finish your basement, there will be some drastic measures you will have to take.. good luck

  3. You need some ventilation in your house. The concrete floor is the coolest part so when the warmer air hits it, any moisture in the room condenses on the floor. If your furnace is in the basement - open some of the air ducts (supply lines) so air flows in the basement. Better yet in the summer you need a return air grille also for the basement.

Your a/c acts like a big dehumidifier by taking out the moisture as it cools. Have an HVAC contractor put in a return air grill right off of your return air duct for the basement.

You can put a mobile dehumidifier in the basement also, but why do that if you can use the a/c system you already have.

Aside from that - a couple fans to move the air around will help-also work on getting a few of your basement windows to open.
