Is there still labour ban in dubai?

am a civil engineer looking for a new job, just walked out from my previous employer where i worked only for three months and they won't give me NOC which is the barrier to my new job hunting. want to know if there is still ban for new engineers like me.

If you need to change job breaking your contract period you will get an automatic ban and this ban can be lifted by paying fees in the labour if you have an NOC.
