The political discource between the United Nations and the United States is through the U.S. Embassy to the United Nations, under ambassador Bolton.  The United Nations does not have direct relations with any other office or organization of the United States without their approval and even still it is typically relayed through their office.  So no, there is no mandate to the FBI, they dont have any kind of formal relations anyway.
