You could probably make one yourself using butterscotch syrup (like the kind that they put in coffees or sundae topping) and mixing it with plain soda water.  Does sound yummy though.

I thought Jones Soda might make one, but I didn't see it.

Most of the references to "butterscotch soda" are to a Little Audrey cartoon or to horses.
