  1. At least in the US, the answer is no.  I believe that the use here is just as an adjective saying that you can't use any flight instructor to sign your logbook, but that he/she must be "qualified" as a flight instructor in the area you are seeking a sign off.  For example, you can't get a CFI (Certified Flight Instructor) to sign off for multi-engine training.  You would need a MEI (Multi-engine Instructor), making them "qualified" for what you need.

    I should note that their are other ways that a Flight Instructor may have the correct ratings for what you need, but may be unqualified.  This could include the loss of a medical certificate for example.


  2. There are CFIs but that doesn't necessarily mean they're qualified!
