In 2007, in the United States of America, the poverty threshold for a single person under 65 was US$10,787; the threshold for a family group of four, including two children, was US$21,027

no but the census dept. often uses percentages to describe someones income in relation to the poverty level.

e.g. :

Suppose the poverty level is 10,000.

"Below 125% of poverty" means someone/family making less than $12,500 a year.

or 2 times poverty threshold or 200% of poverty is $20,000

Not defined as such.  The poverty level is defined as income below a governmental standard of acceptance that can support an individual at a standard of living that provides the minimum necessities necessary for survival.  Abject poverty is a situation that is not conducive for human survival.  Look it up.
