Is there the way I can change the colour of a picture?

First of all, I don't have photo-shop, so don't recommend it to me. The thing is I have a couple pictures where I wanna change the colour on certain parts, the yellow to green in one pic, and in another, one pic is black and white but i want the eyes to remain coloured. How can I change the colour on a picture without photo-shop? All I have is paint, and it doesn't have that option. Are there any internet sites where I can change the colour of something in a picture without altering the whole picture, just a certain part???

okay since you dont have photoshopo you should download this program its free, i used it before i got photoshop its olay but i think it can help you its called paint.net or either paintnet.com

one of those...but ya download it for free and its almost like photoshop but the cheap ghetto one.
