Is there ways to remove the lines found on a Mini DV AVI video?

I recently bought Power Director. Whenever I capture Mini DV and edit it, I get little lines when something is moving fast. For example, if the camera is still but a person runs by, lines (maybe a couple of cm) form (very fine but you can see them)

The video is currently Windows AVI and I have Windows XP.

I don't know Power Director, but I can think of a couple of possibilities.  Are you seeing this problem in the rendered video or is it the preview window?  If it's the preview, the video itself may be OK.  Windows AVI is a file format, not a video format - does Power Director give you a choice of formats when you're capturing?  If so, have you selected a compressed format such as DivX?  You should leave the video uncompressed while you're editing and do the final render to the compressed format.
