Is this a conflict of interest? ethical violation?

our county supervisor is a board member for our lake district, however she also owns a business that will profit from her influence on this board. She wants to raise taxes to improve the lake, which i understand, but feel that she really has her own possible financial gains in mind.

is it a conflict of interest? an ethical violation?

what recourse is appropriate for the district members?

this sounds like a definite conflict of interest - she should excuse herself from any action on this proposal.
