I rate it as a 2

the only thing decent of it is the face and expression along with the hair, that is until it reaches pass the girls arms, it's sort of anime but not.  The rest is really really rough around the edges.

However.

If this young one has not had any whatsoever formal training and picked it up one day and just did it.  Then encourage her if she keeps on doing it.  She has an idea of what's happening around her.  I mean by her shading under the chin and on the shirt.

If she continues to bring things to you for your "admiration" do so, but in turn start critiquing it. Light critiques, this is very delicate step for a artist whom that can be turned on or off to art, so be careful on how you say it.

2...ummmm its not detailed enough its ok though tell her work on it it as much as she can...im 13 and my manga drawing is getting really good  just keep doing it over and over again...you will get better.

try to put shading and work on her features more and make her eyes smaller with a little more lightness and add another circle in the eye

i wont give you a nunber but i will say that some ppl can draw magna and some ppl just cant and from the looks of it your friend can she needs to work on some stuff like the skirt and the hands if she shade i think it'll look better and  some contrasts would help

i myself cannot draw magna at all but i can draw a good stillife lol

I don't like the rating because I don't know what im comparing it to.  The eyes are to big (yes, I know its manga style).  I would say work on guidelines and anatomy (The arms look like noodles).

Keep at it, you will get better!
