Is this a good health plan for the U.S.?

The best way to solve the heath care problem is to legalize marijuana, tax it and use the tax money to supplement private health insurance by way of vouchers.

I don't smoke marijuana but I have a hard time understanding why it is not legalized, taxed and sold.  If it were processed (like meth, for example) I wouldn't feel this way.  But it's a flipping plant.  Like tobacco.  We could solve so many problems by legalizing marijuana and taxing it.  Of course, I know there will be those who say "What about smoking and driving, etc etc..."  I know and understand this.  It would just need to be regulated...much like alcohol, of course.
