i have 131 kb/s for uploading and 754 kb/s for downloading

is it slow or wat........

Not the best, but certainly not the worst.

It depends on where you live though.  For all I know, that may be a very high speed for your ISP and region.

The following is one of my favourite sites for measuring my bandwidth against the bandwidth of other people. If you want, you can take a look here and find your country on the list to see where you rank in the national average.

It all depends on your ISP. It would be nice to know your plan/isp.

Your service provider is not giving you terrible internet, unless you are supposed to be getting like 15mbps, then I would be concerned.

It depends, where you using a filesharing program like limewire, or was that on an actual speed test online. If not, go to speedtest.net and try again. This will give you a reliable figure.
