I think you've got a few words mixed up there.

Transit Check: $100.00

PRE Flight Check: $130.00

Any additional discrepancies will be charged at $45.00 PER HOUR.

Also, you most likely have a 737-200, there is no "-9" model.

To answer your question: $45/hr os a fairly common rate at this point. I think the Transit and Pre-Flight checks are priced pretty cheaply considering a $45/hr labor rate.

You need to factor in what your reliability is and figure out what the discrepancies are likely going to cost on average. You'll also need a parts pooling agreement with an agency at or near the airfield you're setting this station up at.
