I think it is confusing and not written well at all.  The author cannot seem to decide whether to refer to a person as "who" or "that."  

Needs a lot of work.  Basically, it sucks a$$.

Sounds but but I think I have already heard this or read it somewhere. Besides, either you use only "that" or "who" as this seems grammatically wrong.
