Is this a mail scam or what?

What it is, is about "Loans you never have to pay back" is this real or is it a scam? I got it in the mail, today saying:

On a blank piece of paper, write your name and address with a note saying, "Here is your $50.00 loan". Fold your note around the $50 dollar bill and mail it to name number one.

Next remove name number one from the list and move name number two into the number one slot. Then, place YOUR name and address in the number two slot. Once you have completed this, make at least one hundred copies of this letter and mail and/or hand it out to one hundred people immediately.

There's more but, you got the just of it. So does this sound like a scam?

It's a scam, a chain letter, and a pyramid scheme.  Somebody is trying to make it sound more legitimate by making the money payment appear as a "loan" rather than just as a flat payment as this type of scheme is illegal.  In any of the cases you lose your money.  There is no way to trace the "loan" paper with that $50 bill.  You might as well not make the effort to include it.  The person who receives your "loan" throws the paper away and there's no proof they ever got it.  And what to make the people under you give you any $50 loans?  Nothing.  Put the $50 in the bank.  It'll do you far more good.
