Is this a scam or not?

yesterday I received a letter directed towards me as a biology student from "USA Scholarship Services". It claims to be a scholarship service for biology services. They claim to assist a huge number of students every year. The Director of Scholarship Services is Ike Onwo. The catch is that there is a $27 processing fee, but may be refunded if you are not awarded anything above $1000 for the 2006/2007 school year. Is this a legitimate program or has anybody heard of this service? However, if this is a scholarship why should I pay a fee for it.

yes this is very much a scam, they sent my little sister an application and told her it would be a 29.00 application fee and when you call to get a status on your application they will tell you they have to take a message and someone will call you back. and when asked if there was a particular time to call and speak to someone the answer is no!!! this is fully a scam.
