    A simile has "like" or "as", for example: "as pretty as a picture"

    A metaphor is a comparison, as in your example, without the like or as.

    Your sentence is also considered "Personification", which is where you take something inanimate and give it a human quality. Like: "The clouds rained tears of sadness".

  4. i would say that this one is a metaphor. even though it contains the word "likened", Max is comparing the city to the human being, without using like or as.
