<<Wow! If only I had time to read about Collins submarine project, but would I understand it. Could it be they had to change tact because things didn't work out as they had originally planned when setting out the original contract. Don't know where the superiority complex comes into it all, but if the old hardware system isn't up to the new software then that's would be a complete overhaul with new hardware. Don't know about submarines, but it would feel to me that this would be a big job, perhaps needing refitting of the vessel in part to accommodate said hardware.
Can't think this would be a huge leap for those who have already used the old hardware or software.
Perhaps it's comparable to renovating an old house, in theory you can budget the cost, in practice you may come across problems you didn't first detect, nor the experts who first looked at it.>>(by ABBABABE)
