Is this a virus? What do I do?

Question

Okay, so I keep getting pop-ups. Alot, probably one every 15 to 30 minutes. Also, every hour or so all my IE windows [usually 2 or so], except for the pop-ups just close.

What could this be?

My AVG didn't find anything! Is there a virus scanner I can download that will rid me of this? A good one? Free? [I am poor, and 16 with no credit card]

Sounds like maybe adware or a tracking cookie. Some website though just have pop ups encoded inside of them.
