  1. it is not completely up to the consulates to hand forth the visa because they will have to alert the embassy which then will give word to the consulates to give the person the visa.

    Consulates can issue visas.

    As far as Chennai is concerned, Deputy High Commissions & Consulates of UK, Singapore,

    Malaysia , Sri Lanka , USA , Japan  and a few other countries issue visas .at Chennai.. You can get your visa for

    France at Pondicerry.

    Honarary Consuls for certain countries do not issue visas.

    In such cases you have to approch the respective Embassies

  5. it depends from country to country. for example saudi arabian consulate and american consulate in Mumbai issue visa. some countries allow , some dont  there is no such thing as a rule about this. it is only a metter of convenience for the embassy concerened.

  7. It depends on which country you are applying to for a visa. Some consulates do not issue visas and direct applications to an embassy. But nowadays, many countries allow you to apply for a visitor's visa online, so a personal appearance is not always necessary.
