Is this betta sick?

I noticed that this betta at work has litlle pinpoint holes in all of his fins but not on his body and we have noticed that he is'nt as energetic as he once was.

i dont think it's fin rot bc its not on the ends of the fins so much as an all over thing.

Does the tank have plastic plants? Plastic plants can tear up a bettas long flowing fins. Silk plants work much better for bettas and most all other fish.

Pin holes could be either from early stages of fin rot or poor water quality.  I'd start with more frequent water changes (and an appropriately sized tank), and if it continues, start medicating.  Sharp plants will TEAR the fins, not put holes in them.

Holes in fins are caused by raised ammonia, nitrite, and nitrate levels in the water.  He is literally swimming in his own excrement.  If his owner doesn't change the water more frequently, his fins will degrade even more.
