Is this bike any good and also is this bike the right size for me im 5 ft 8 and weight 150 pounds. I wasnt sure if the sizes in inches below the specification was the wheel size or the frame size?

The bike is OK but not fantastic. If you are limiting your riding to on the road and offroad on groomed trails it will be fine.

You will probably be most comfortable on the 16" version. Thats the frame size.
