Dew point is the temp at which dew forms. If the dew point is 60, and the temp is 60, then the humidity is 100% and the air is saturated. Just like if you fill a glass with water and the glass can't hold one more drop because it will overflow, same with the atmosphere. That is why the dew point can't be higher than the temp. Same concept.

  1. Essentially true.

    There can be cases of super-saturation, where the dewpoint can exceed the air temperature, but it is not common.
