Is this budgetized version of macro monarchs any good?

I have a very limited budget, but yet wanted to make a deck that could have a chance of standing up to the meta. I was able to get three of the dark emperor decks and after a bit of tinkering,came up with the following deck list

Please note that this deck is meant to be budget and therefore I would not take it kindly if you recommended rare cards such as cyber dragon or hard to get non-holos such as dark bribe.

take out your magic jammers for magic drains, take out your mobius for another thestalos, put in another d.d. scout plane, take out 1 dimensional fissure, and for the love of god... PUT IN A RAIZA, hes only like 10 bucks now...

Sorry, but a Macro Monarch Deck cannot function properly without the necessary cards, here is a deck list, you are welcome to choose from any of these cards which can fit in your budget.
