Is this building made of concrete

I wouldn't say it is entirely built of concrete. It is very popular however to put an outer layer of concrete on the building to enhance the structure as well as for visual appeal. The fact that there are wooden studs sticking out the side tells me it isn't made entirely of concrete.

  If you look carefully, I think you will find the "wood studs sticking out the side of the building" were fired into the building by a blast or a tornado.  Hard to tell if it concrete or not.  The dumb design suggests it is.

I am going to guess "stucco"  which is a thin concrete coating over a wood frame.
