Is this cage big enough for a cockatiel?

Either one is fine.  Minimum cage size for a tiel is 45cm in all directions but bigger is always better  and maximum bar spacing of 2cm.  So both cages fall in that range

Both are acceptable, but I would go with the second one if you can afford it since bigger is always better.  But either are a fine size for one cockatiel.
