Is this considered 100 percent recycled paper?

I read a disclaimer which states: "This report is printed on 100 percent recycled paper (30 percent post consumer fiber and 30 percent post consumer waste)."

Does that qualify as "100% recycled paper?"

  1. Recovered, or recycled, fibers have previously been used in paper products and then been reclaimed to be made into new products. Recovered fibers include two categories:

    Preconsumer recovered fibers come from paper scraps generated during the paper making, converting, and printing processes – paper that has not reached the end user. These are regularly reused to make new paper.

    Post consumer recovered fibers, on the other hand, come from products that have reached the consumer and then been recycled back into the paper making process.

    I would question them on what is meant by post consumer waste. It would appear that they are making a distinction between what has not been used (fiber) and what has been actually used (waste). Newsprint that has not been inked would be considered fiber. After it is inked it becomes waste.

    Finally 30 plus 30 is only 60%. The balance must be the preconsumer recovered fiber, but this is not stated. You need 40% of something to make the 100%.

  3. There are three categories of paper that can be used as feedstocks for making recycled paper: mill broke, pre-consumer waste, and post-consumer waste.

    Post-consumer waste is material discarded after consumer use, including OM (old magazines), OTD (old telephone directories), and RMP (residential mixed paper).

    from my understanding,this mean it is a "100% recycled paper"....i thought so......

  5. Yes it is recycled. The non post consumer waste is ususlly manufacturing waste. Meaning when a plant is using huge rolls of paper they change the roll before it runs out. They have no use for the left over paper, so they now send it to a recycler instead of the landfill. It is best to get as much post consumer content as possible.
