Is this considered child abuse?

When I was younger he used to hit my hand with a remote whenever he got mad at me for something. Or he would spank me for no reason.

When I was 8 he used a sandal to hit me in the face repeatedly until I was all bruised for not taking care of my baby sister. Then he put his hand over my nose and mouth so I couldn't breathe, then almost to tried drown me in a toilet.

When I was about 11 he threatened to kill me.

and a bunch more, but those were the only times I was actually truly affected. Most of the time was spent him breaking things and my mother and I sneaking out to some place else.

This only happens when he's drunk....it rarely happens when he isn't.

These incidents are like once a year.. would it still be considered child abuse then?

Yes!  This is abuse in every shape and form.  How old are you?  Seek help, for yourself.  It sounds like you and your mom are leaving and coming back.  Obviously, you need professional help.  There should be a HotLine number in your town, for child abuse and domestic violence.  Stop, Do not make excuses for him, that it only happens when he is drunk.  It should not happen at all.
