Is this considered flirting or condescending?

Question

You walk your friend to his car, open his car door for him(he's leaving your house) and he gets in the driver's seat. Then you put on his seat belt for him and glide your hand along the shoulder belt back up towards his chest and smile into his eyes and shut the door.

Is that flirting or condescending? What message does this send and why and how?

To me..I'd take that as flirting. I don't know what's condescending about it at all.

It sounds like a controlling woman, a bit of a Mistress in there, if you ask me.

But more flirting than condescending.
