My brother has been drinking a lot and we know he smokes pot. However my mom found something we don't understand. She found a water bottle with a cut off bottom and a cut in half straw. With it was something that looked like a hard piece of caramel. Do you know what this is?

Sounds like a hash pipe with hash in it. Type of concentrated marijuana. Try get  him to a drug councellor.
