Is this employee mentally disturbed?

Question

an employee passes by a meeting room where we were having business discussions then makes a loud disgusting coughing sound. When I say loud it is like you could hear him from three blcoks away. Is this man mentally disturbed or did he want to say something in Chinese?

In terms of etiquette actually the door to the meeting room should have been closed.  If the coughing was so loud that it could still have been heard then perhaps someone should have checked to make sure that he wasn't choking or having some type of asthmatic attack or something.  Another angle was perhaps he had something that he truly felt needed to be said in the "meeting" even though he had absolutely no business being in there, which would have been rude and disruptive....which could have been grounds for some type of physical with a small mental check up.
