Is this filter okay for my tank?

I have a 90 litre 2 foot tank with 8 neon tetras 6 barbs and a catfish a few plants and rocks and also a hang on 200lph filter, if not what other filter would be good at around this price (preferably on ebay)

also how long to Barbs take to grow

well it should be good but they say that the filter should be able to filter the whole of the water in there in two hours. so 45 lph would be decent. I'm not sure if this one would be too strong though.Barbs(i think) can take anywhere from a few months to a year. but i may be thinking of something else.

i think the second one is good because it has a venturi to help aerate the tank
