COD4 is quite a demanding game with regard to PC hardware. Here is the system requirement:

ATI HD3200 is just integrated graphics that is based on the HD2400 card, a budget card. It does not even meet minimum requirement of the game. Trying to play it at very low resolution and lowest game settings would not be fun and could just be an exercise in futility.
