    Try:

    "This country is perhaps the worst/greatest/most *SOMETHING* violator of human rights on the planet".

    You have to say the most *adjective* violator, e.g. the "most evil" or the "most ruthless" but NOT just "most violator"...

    "This country is perhaps the most *notorious* violator of human rights on the planet."

    Other words that could fit include; notable/known/attributed etc.
