Is this illegal, can i have a custom license plate in the front of my scion &real plates in the back.?

Not in NY.

We must have real plates both front and back.  We can't even cover it with plastic to keep it clean.

Some states require "real" plates front and back. If your state does not, then you can have a vanity/fun plate in front but your 'real' one must always be in the back.

No, Texas requires two plates, one front, one rear, centered and restrictions on how high or low they can be.  You can't use a custom plate on either end without being stopped and ticketed.
