some people had warrants out for their arrest and so the local police dept. sent letters out saying they had won some money and when they showed up 2 collect the prize money they were arrested for the warrants, it was a joke just 2 get the ppl to show up, can they do that...

Sure, stings like this are done all the time.  There's nothing illegal about it.  It's not entrapment, because there is nothing done to tempt the perps to break the law...  they've already done that.    

If they fall for this one, they deserve to get arrested just for being terminally dumb....
