Is this legal ?

I search resumes for my job. I came across this one guy. He owns and operates a hair salon. He's also worked in many other salons as a stylist....then I look at his schooling...and printed right on it..it says "I have not yet completed my cosmotology schooling. I am planning to do so someday".

So...he's not licensed..but has been a stylist for like the past 4 years....um? wth?

Actually in the state of Washington you do need to have a license to practice any form of cosmetology.  Before the license is given they must meet the requirements including passing a test.  

You didn't say what state this is, but you might want to check with your stated about licensing for cosmetology and if he needs a license and doesn't have a license turn him in.  The reason being is there are many people out there who followed state law and proved they were cosmetologist and they should not have to compete for wages against someone who does not hold a license, much less this person by there very statement admits he doesn't know a lot about cosmetology and is not capable of being a quality cosmetologist.

Is it legal? No. But then again how many of his clients are complaining. It's a risk they're willing to take. The problem comes if they try to lodge a formal complaint if he screws up, who can they turn to if he is not licensed.

No it's not legal. But lots of times people will let them work under the table to get the experience till they finish schooling. How he got his own business w/out a license is really mind boggling. Only way he'll get caught is if someone reports him or he messes up someones head and they sue him.

Well if he ownes and operates a hair salon yet you came across his Job resume. Then that says something as far as how well he does at cutting hair.

He does hair, he does not operate on people.  It's just hair, geez.
