  1. The place of sale of private property can take place anywhere.  The question is, "does the buyer have a reasonable belief that the property in question is stolen?"  If the answer to that question is yes, then the sale is illegal regardless of where it takes place.


  2. The first thing that comes to mind is that this is a highly unusual business practice.  Your suspicions are alert for a reason.  Why not go to the seller's place of business?  If the seller does NOT have a place of business, you could easily be charged with receiving stolen property under Ca Penal Code section 496.  This can be charged as either a felony or misd.  Why?  Because you knew or should have known the property was stolen, if the rims are "hot."  If not, it should be OK.  Except for a possible trespass at Target, because you are not at Target for any lawful Target related business.
