Is this mold or black marks? (pics)?

My sister moved out and these marks were found on the walls..

She smoked and burned A LOT of candles all the time!

& How should I removed them?

It looks to me like burn marks, almost like the heater board wasn't functioning properly, or maybe she had something covering it up and it wasn't able to blow out right?

I can tell you it's not mold.

To get it off, you will have to use something like bleach and water (if it's just smoke/burn marks). Try a magic eraser or you can use comet and bleach.. but don't scrub too hard with the comet because it will take the paint off.

Well, from i34 pic, it looks like the black is running, so I would imagine its some type of filth, not mold.  Still get out some bleach and water and wash the walls.  If she smoked and used candles, the whole house could use a good washing.  If you can afford it, hire a cleaning service to clean the walls and ceiling.  If it all doesnt come off, paint with KILZ to cover up any stains.  GL!
