Noel Keenlyside, a climate researcher at the Leibniz Institute of Marine Sciences in Germany who led the study, said: "The natural variations change climate on this timescale and policy makers may either think mitigation is working or that there is no global warming at all."

    You'll find that the article from a more reputable scientific source is a little more balanced about what Keenlyside said.

    edit:  Weird, I can't find anything in the Nature article by Keenlyside et al. that says any such thing as what you are saying.  The news article in Nature doesn't say what the newspaper article does either.  Are you sure you are reading the Nature material?  It sounds like you are reading something different.
