Is this new with ebay and paypal payments?

I have not been on either site for a few months and recently sold some items on ebay. Usually when someone pays I get a dollar sign right away and it is listed in paypal. This time I have an hour glass stating the payment was initiated and being processed by paypal. Nothing is showing in paypal, not even pending. Usually an hourglass used to mean an echeck and it would say this and show up in paypal as pending. I do not think this is the situation anymore. Did something change, does paypal now wait before clearing all payments? If so, how long does it usually take before I see a dollar sign?

Sometimes if the person is paying by echeck then for some reason sometimes Paypal puts a hold on the funds even though the funds were taken out of the bank account right away. I don't know how new it is as it happened to me about 8 months ago. They held them then for 7 days. I am not sure if there is different holding periods for different areas of the world but you can ask your buyer if they got any kind of message from Paypal as they should have when they made the payment.
