Is this normal for eyesight?

After a while on my PC my eyes take a long time to get 'back to normal', this meaning some text looks blurred for about 20mins.

After looking at one type of surface, such as a book or a computer screen, then some things may appear slightly blurred. This is because your eyes adapt VERY well to their surroundings. Like when you're in the dark, your pupils expand, giving you a kind of night vision. If it hurts, though, then you may consider spending a little less time on the computer...

Appears to be an accommodation problem. you may get your eyes checked up by your eye specialist. Please see that proper lighting is always provided behind your PC while you are at work.
