Is this normal for my bettas?

the fry hatched on the 23rd. Some bettas still have the white egg under them.

other ones are floating at the top of the tank, swimming at times.

I feed them microworms but they still just lay there at the top of the tank

is this normal?

That is normal.  But don't feed them until they are totally free swimming and the yolk sack is gone.

Shortly after they're free swimming you'll need to place a tight cover on the tank to ensure the air at the surface is the same temp as the water.  Otherwise, they will probably all die.
