I want to buy cheap products, pretty them up and sell them as one-offs. Am I allowed to do this? I am an artist and would find it fun and thought people might like to buy my customised things.

Yes its fine. Many people do it.

For example you can buy cheap clothing and plain, and like you said do them up etc and just sell it on like ebay, sellit-right , amazon, ebid etc.
