yes you can do it,, download photoshop software from www.adobe.com

Yes you can do it with Adobe PhotoShop and many other programs

Yeah, you can do it with MS Paint, which is the standard microsoft photo editor/computerized image software, it's already on all microsoft platforms.

Just use the select tool, select the area you want to split, and right click on it and click on Copy, then go to File, select new image, and then right click again and press paste. Then just save it and set it as your background.
